中央企业

什么是中央企业
　　中央企业是我国国企的主力军。在我国,按国有资产的用途,可以分为经营性资产和非经营性资产。在经营性资产中,按政府的管理权限,可以分为中央企业和地方企业。广义的中央企业包括三类:
　　（一）由国务院国资委管理的企业
　　1、从经济作用上分为提供公共产品的,如军工、电信；
　　2、提供自然垄断产品的,如石油；
　　3、提供竞争性产品的,如一般工业、建筑、贸易。
　　（二）由中国银监会、中国保监会、中国证监会管理的企业,属于金融行业。
　　（三）由国务院其他部门或群众团体管理的企业,属于烟草、黄金、铁路客货运、港口、机场、广播、电视、文化、出版等行业。
　　在我国,中央企业通常指国务院国资委监督管理的企业（狭义）。相对于其他一些国家来讲,我国国务院国资委监管的范围是比较窄的。到2003年底,中央企业有189家,总资产8.09万亿元人民币,净资产3.47万亿元人民币,销售额4.3万亿元,增长了21.6%,利润总额3006亿元,增长24.5%。
中央企业重组
　　中央企业重组的最终目标是形成对国民经济有控制力、在国际经济中有竞争力、盈利性的中央企业产业群。中央企业重组有三点重要特征：
　　一是中央企业重组是多目标的，不仅仅局限于提高企业盈利性和竞争力；
　　二是中央企业重组对国民经济具有重要战略意义，因为它事关我国国有经济战略布局、国有资产管理体制的变革和向市场经济的转型；
　　三是中央企业是国有资本为主体的企业。
中央企业的安全生产工作的6个作用
　　对于其他各类企业来说，中央企业的安全生产工作具有以下6个作用：
　　一是在贯彻执行国家安全生产法律法规、依法规范企业安全生产行为上，具有表率作用；
　　二是在推动安全生产科技进步、提高企业本质安全水平上，具有示范作用；
　　三是在开展安全质量标准化活动、加强基层和基础“双基”工作上，具有榜样作用；
　　四是在防范治理职业危害、做好职业安全卫生工作上，具有带头作用；
　　五是在安全生产培训教育和应急救援工作上，具有基地作用；
　　六是在丌展群众性安全文化活动，建设有中国特色的企业安全文化上，具有导向作用。
